The 4th International Advisory Board Meeting Held in Beijing

The 4th International Advisory Board (IAB)  Meeting of Chinese Academy of Agricultural Sciences was successfully held in Beijing on 17-18 March 2016. Five members of IAB, President and Vice President, Director Generals of Department and Institutes participated in the meeting.

Through listening keynote presentations, visiting relevant research institutes, discussing with CAAS leading scientists and young talents, the five Board members of IAB were given an overall frame of the current agricultural S&T progress in China, CAAS current S&T progress and development strategy, especially the Development Plan of the Agricultural Science and Technology Innovation Program for the Thirteenth Five-Year Plan Period.

Based on their observations and perspectives within two-day working program, the International Advisory Board drew their conclusions and suggestions for CAAS future development and put forward 15 recommendations to CAAS strategic development in respects of efficient management and governance, recruiting and fostering young talents, creating the environment for science and research, priorities and key issues of CAAS, collaboration with private sector, expanding international cooperation and sharing experiences and lessons with less developing countries, etc.

Prof. Rudy Rabbinge, Professor Emeritus of Wageningen University and Chair of CAAS IAB said, ”We expect CAAS to establish a more efficient system for agricultural S&T research in order to address the challenges in food security in China and globally”

Additionally, the board members also introduced their own experiences on the projects management and mechanism establishment.

President Li Jiayang appreciated the great efforts and contributions of Advisory Board made in the past. He pointed out that the Government and the publics have given more and more expectations on CAAS today. “New challenges on agriculture require new talents, new ideas and new techniques to address.” The CAAS put forwarded its slogan: 顶天立地,a Chinese idiom which means reaching the heavens while keeping the feet on the ground. This means that CAAS must make leap-frog development to prop up all-rounded development of agriculture modernization. “It’s obvious that your suggestions and recommendations are very valuable to us and we will have a deliberate consideration and take actions accordingly”.

He asked the management team to study seriously the recommendations and put forward concrete measures for implementation and improvement. “The CAAS will definitely provide a broad stage for IAB members to bring your talent insights into full play”. President Li stressed on his closing remark.

The CAAS have already successfully completed the pilot phase of Agricultural S&T Innovation Program (ASTIP) and worked out the development strategy for its implementation in the thirteenth Five-Year Plan Period. On the next meeting, the IAB members will be invited to review the management status (administrative, financial, implementation), the performance and progress of the program during this implementation stage, in line with objectives.

“I am confident that with our cooperative efforts, the goal of CAAS to be a top-notch Academy in 2020 will be fully achieved”. President Li said at the end of his remark.



Afterwards, two board members, Dr. Maurício Lopes, President of Embrapa and Dr. Fan Shenggen, DG of IFPRI respectively gave an academic lecture to CAAS scientists and researchers at CAAS Seminar Series.

The International Advisory Board was founded in 2007 and regularly holds a Board Meeting every two years. The International Advisory Board has a mission to navigate CAAS’ research priorities and resources allocation and to provide guidance and suggestions to CAAS direction, policy, and strategies.
